Session Committees

ARTICLE V

                                                        SESSION COMMITTEES

 

Section 1.        Quadrennial Session.  The committees which shall serve during the meeting of the Quadrennial Session shall be the Nominating Committee and the Articles and Bylaws Committee.

 

Section 2.        Special Session.  The committees which shall serve during the meeting of any Special Session shall be the Articles and Bylaws Committee, and if directors or officers will be elected during the Special Session, the Nominating Committee.

 

Section 3.        Standing Committees.  Standing committees which shall be elected at the Quadrennial Session are the Board of Directors and the Articles and Bylaws Committee.  The term of service for both of these committees begins at the close of the Quadrennial Session and continues until the close of the succeeding Quadrennial Session.

 

Section 4.        The Nominating Committee.  The Nominating Committee shall consist of one (1) delegate from each church district as determined by the Board of Directors, one (1) pastor from the Eastern region, two (2) pastors each from the Central and Western regions, and one teacher each from secondary schools and elementary schools.  The North Pacific Union Conference of Seventh-day Adventists’ President, or his designate, shall act as chairperson of the Nominating Committee voting only in case of a tie vote.

 

a.         The pastors of each demographic region (as defined in Article VI, Section 2. c.), in regional caucus, shall select their delegate(s) to the Nominating Committee.

 

b.         The secondary and elementary teachers shall each caucus and select their delegate, other than a pastor, to the Nominating Committee.

 

c.         The elected delegates and delegates at large, in each church district as determined by the Board of Directors, shall caucus and select one (1) delegate other than a pastor to serve on the Nominating Committee.

 

d.         These delegates shall be selected at least forty-five (45) days prior to the Quadrennial Session.

 

            e.         Immediately after the selection of the Nominating Committee the Conference’s

            secretary shall cause to be sent to the members of the committee all appropriate personnel evaluation reports and other information necessary for their function. 

                                                                             

            f.          The Nominating Committee shall first meet ten (10) to thirty (30) days

immediately preceding the Session so that they may process the information as needed. The Committee report shall be ready for presentation at the beginning of the Session.

 

            g.         The Nominating Committee shall submit for approval to the delegates in

Session a slate of individuals to serve in the following capacities for the quadrennium:

 

  1. Officers and departmental director/leaders of the Conference;
  2. Members of the Board of Directors of the Conference;
  3. Members of the Board of Education, unless they choose to defer as provided for in Article VIII, Section 3.

4.         Articles and Bylaws Committee. 

 

h.         The Nominating Committee report presented at the Session may indicate vacancies or recommendation for replacement. If a current officer or departmental director/leader is not re-nominated by the Nominating Committee and if the Nominating Committee has not indicated a recommendation for replacement, the following procedures apply:

 

  1. The session delegates may vote to refer the vacancy to the newly formed Board of Directors, meeting with three (3) members of the Nominating Committee (one member from each demographic region, chosen by the Nominating Committee) to fill the vacancy; or
  2. The session delegates may nominate and choose to fill the position.

 

This shall complete the function of the Nominating Committee for the quadrennium.
